Dubai (DFSA): requirements map.

Treat the DIFC route as a requirements project. The DFSA expects substance, qualified people and working systems, and each should map to evidence. Verify current rules.

Regulated activities

Identify which activities your model performs (dealing, advising, arranging, managing) and match them to authorisation categories. Mismatches cause rework.

Substance map

List office, people, governance and systems that must exist locally, with owners and dates. A nominal address is not a plan.

Banking and partners

Banks and counterparties familiar with the DIFC may help, but each still performs due diligence. Compare with ADGM before committing to a UAE base.

Project plan and risks

Build a plan with milestones for activity mapping, recruitment, premises, policies, systems and submission. Register risks such as hiring delays and regulator questions, with owners and mitigations.

Requirement to evidence mapping

Requirement: qualified compliance officer. Evidence: CV, appointment letter, role description. Requirement: local premises. Evidence: lease, floor plan. Maintain the table, and update it as you recruit and prepare.

Questions we hear

Is DIFC the same as Dubai mainland?

No. It is a separate free zone with its own regulator.

Can a small team qualify?

Possibly, if people and plan are credible.

Formation workflow

  1. 1

    Requirements and shortlist

Capture business model, activities and constraints; score candidate jurisdictions against weighted criteria.

  2. 2

    Incorporation and dependencies

Produce the entity artefacts that banks, payment providers and platform vendors will ask for; start banking first.

  3. 3

    Submission and evidence

Assemble the evidence pack, submit, and track every regulator query with an owner and a deadline.

  4. 4

    Operational readiness

Verify compliance processes, integrations and reporting before go-live and schedule recurring obligations.
